Our Experience
Siobhan A. Duff, MD
Dr. Duff graduated from Memorial University of Newfoundland, St. John’s Newfoundland, Canada. She completed her Family Practice Residency at Memorial University of Newfoundland before relocating here to Chattanooga in 1995 to begin her private practice. Dr. Duff is Board Certified with the American Board of Family Practice and the Canadian College of Family Practice. Dr. Duff serves on the Board of Governors of Parkridge Hospital.
Monique H. Golding, MD
Dr. Golding graduated from Meharry Medical College, School of Medicine in Nashville, Tennessee. She completed both her Internship and Residency in Family Medicine at Howard University Hospital in Washington, D.C. While at Howard University, Dr. Golding served as Assistant Professor of Medicine. Dr. Golding is Board Certified in Family Practice with the American Board of Family Physicians.
Dr. Oskins grew up in Southern California and graduated from Loma Linda University before finishing her residency at the University of Tennessee College of Medicine in Chattanooga. She is Board Certified with the American Board of Family Medicine and has an interest in lifestyle and preventive medicine.

Timothy "Mark" Jenkins, PA-C
Mr. Jenkins has been practicing as a Physician Assistant since graduating from the PA Program at Bowman Gray School of Medicine in 1994. As a Physicians Assistant, he works under the supervision of our family practice doctors. Prior to Bowman Gray, he received a Bachelor of Science at University of Tennessee while studying Kinesiology. Mr. Jenkins is certified with the National Commission on Certification of Physician Assistants and is a member of both the American Academy and Tennessee Academy of Physicians Assistants.
Natalie McQueen, PA-C
Ms. McQueen comes to us as a Board Certified Licensed Physician Assistant receiving her education from the University of Alabama at Birmingham. Rotations were served at St. Vincent’s Hospital, Bruce Hospital, UAB West Hospital, Southern Health Associates and Shelby Baptist Medical Center. Before she came to our practice, Natalie managed a 30 bed respiratory unit for a long term care facility as well as being responsible for medical care for patients of all ages at a Walk-in Clinic. She is under the supervision of Dr. Monique Golding.
Sarah Snyder, FNP-BC
Sarah Snyder has been practicing family/urgent care for 10 years. She got her Bachelors of Nursing from East Tennessee State University followed by her Masters of Science in Nursing from the University of Tennessee at Chattanooga in 2009. When she is not in the office, she enjoys camping, boating, and spending time with her husband and two boys.
Katelyn Bales, FNP
Katelyn Bales is a graduate of Tennessee Tech University where she received a Master of Science in Nursing.
She has a registered nursing background in Neurological step-down and acute stroke unit at Erlanger Hospital and Emergency Room Nurse at Park Ridge East Hospital. In addition, she was a Clinical Nursing Instructor at Tennessee Tech University.
Katelyn is under the supervision of Dr. Siobhan Duff.
Carter Pieper, PA-C
Carter grew up on a farm in Illinois prior to studying at St. Ambrose University in Davenport, Iowa where she received her bachelor's in biology with a biomedical concentration. She was trained as an EMT before graduating from the PA Program at the University of the Cumberlands in Kentucky. She has trained with a hospitalist group and in the OB Emergency Dept at Erlanger, as well as had rotations in psychiatry, emergency and family medicine, dermatology, and general surgery. She comes to us from a walk-in/family medicine office where she managed both acute and chronic conditions in all age groups. Carter is under the supervision of Dr. Richard Moody.
Alex Panter, PA-C
Alex Panter was raised in Murfreesboro, TN. He is a graduate of Bethel University where he received a Master of Science in Physician Assistant Studies. During his rotations, he received a wide variety of clinical experience with a focus in Family Medicine and Emergency Medicine. Prior to Bethel University, he received a Bachelor of Science at the University of Tennessee while studying Biochemistry. When he is not in the office, he enjoys snowboarding, traveling, and trying different types of coffee.
Alex is under the supervision of Dr. David Close.
David K. Close, MD
Dr. Close graduated from the University of South Alabama in Mobile. He completed his residency in Family Medicine at UAB before relocating to Chattanooga where he has practiced for over 20 years. He is Board Certified with the American Board of Family Practice. Dr Close is a member of the American Academy of Occupational and Environmental medicine and is certified as a Medical Review Office and Aviation Medical Examiner. He is qualified to do Class 2 and Class 3 flight physicals for the FAA.
Richard D. Moody, MD, FAAFP
Dr. Moody graduated from Loma Linda University School of Medicine. He completed his Family Practice Residency at Florida Hospital in Orlando, Florida as well as a Fellowship in Obstetrics. He is Board Certified with the American Board of Family Physicians. He enjoys teaching and is a Clinical Assistant Professor with UT College of Medicine. In addition to the practice of family medicine, he has earned a Certificate in Travel Health (tm) and is a member of the International Society of Travel Medicine and welcomes travel-oriented consults.
Christi "Sheree" Owens, PA-C
Sheree is a board-certified Physician Associate with experience in primary care, urgent care, sleep medicine, and training in internal medicine, gynecology, general surgery, psychiatry, pediatrics, and endocrinology. She completed undergraduate studies at the University of Georgia in 2003 and, after several years in medical sales, completed Masters of Science in Physician Assistant Studies at the University of the Cumberlands in 2015. Sheree is a native of the Chattanooga area and honored to have the opportunity to serve this community. Outside of work, she is happiest spending time with her husband and daughter and enjoys cooking and generally learning more about diverse cultures and cuisines.
Sheree works under the supervision of Dr. Monique Golding.
Amanda Dallas, NP-C
Amanda grew up in West Virginia and Florida before moving to Tennessee with her husband and children in 2004. She has over 25 years of experience in Critical Care Nursing; and traveled to NYC to help in the ICU for the initial Covid Surge in 2020. She worked the Covid Crisis surges in Georgia, California, New York, and the United States Virgin Islands. She later responded to the Pediatric RSV surges in California and New York.
Amanda graduated with a Master of Science in Nursing from Walden University. She is licensed with the AANP for Family Practice and licensed in Tennessee as an Advanced Nurse Practitioner.
Amanda is under the supervision of Dr. Christina Oskins.
Cheri Noblitt, RN, BS, CCM, CDCES
Chattanooga Family Practice is committed to providing excellence in care for people with diabetes. To further this commitment, CFP maintains a diabetes training and education program for our patients that is recognized by the American Diabetes Association.
Cheri coordinates this program and provides diabetes training for our patients. She works with all our providers to provide training regarding medication, activity, nutrition, blood glucose monitoring and any other challenge in the daily management of diabetes. Cheri has been a Registered Nurse since 2001 with a background in Disease Management and Home Care. She received her bachelor’s degree in healthcare administration from Belhaven University and is certified in Case Management, along with Diabetes Care and Education. When she is not in the office, Cheri enjoys hiking, music, and spending time with her family.
